Stephen King, in his book, On Writing: A Memoir of the Craft, says it is possible for a competent writer to become a good writer, but impossible for a bad writer to become competent or for a good writer to become great. He doesn’t offer any reasons for his bold assertions, but he repeats the opinion several times.
